Our focus is on health, education, and income/financial stability—the building blocks for a good quality of life and strong communities in the 10 counties we serve. Funding is awarded to organizations making measureable impact.

AmeriCorps is a national service program that engages Americans of all ages and backgrounds to meet a critical need in the community. Dubuque AmeriCorps members engage in intensive service around education, specifically Dubuque's Campaign for Grade Level Reading.

*Green Dot Violence Prevention Foundation for Dubuque Public Schools Education

The Dubuque Community School District provides the Green Dot Violence Prevention Program in order to create school communities in which violence will not be tolerated and everyone will be empowered to stop it.

*Youth Mentoring/Academic Center Dream Center Education

Dubuque Dream Center “In Your Life Mentoring” connects caring adults to impactful academic outcomes and character development of at-risk and underserved youth.

Licensed Early Childcare Program Dubuque Community YMCA/YWCA Education

Y Creative Asbury and Y Creative Booth are both 4 star quality rated licensed centers offering quality care for children ages 3 years to 5 years and Finley and Dubuque Community Y are 4 star rated licensed centers offering quality care for children ages 6 weeks to 4 years.

Licensed School-Aged Childcare Program Dubuque Community YMCA/YWCA Education

The Licensed School-Age Child Care Program is offered at 10 elementary schools and provides quality care from 6:30 to 8:30 am before school and 3:00 to 6:00 pm after school and Cool School is also a licensed program offered at the Y from 6:30 am to 6:00 pm for Kindergarten through 5th grade students on non-school days (school conferences, snow days, and during winter, spring, and summer breaks).

Leadership & Character Building Girl Scouts of Eastern Iowa & Western Illinois Education

Girl Scouts is an enriching out of school program that aids in academic achievement and social emotional development by engaging girls in fun and educational activities, projects and events all focused on building leadership and character.

Mentor Dubuque Hillcrest Family Services Education

Mentor Dubuque creates and supports one to one mentoring relationships between youth facing challenges and caring adults to positively impact lives.

Advancement Program Northeast Iowa Council Boy Scouts of America Education

The advancement program of Scouting is not just just for having fun, it also also an opportunity for youth to learn and grow.

Scoutreach Program Northeast Iowa Council Boy Scouts of America Education

Scoutreach is a Scouting experience delivered in a way that allows those who haven't previously had the opportunity to participate, an outlet to do so.

*Conscious Discipline Curricula St. Mark's Youth Enrichment Education

St. Mark’s Youth Enrichment provides before and after school and summer programs that address the growing social-emotional needs and broadens access for vulnerable students to obtain skills for academic achievement, setting them up for a lifetime of success.

Comprehensive Vocational/Educational Training The Workshop/Galena Education

The Workshop in Galena, Illinois provides adults with disabilities with paid work, social opportunities, enhancement of daily living skills, adaptive behavior, and capacity for independent living.

Foster Grandparent Program United Ways of Iowa Education

Foster Grandparents are role models, mentors, and friends to children with exceptional needs. The program provides a way for volunteers age 55 and over to stay active by serving children and youth in their communities.

Sprout Into Reading United Way of Dubuque Area Tri-States Education The program, developed through research on similar programs in other areas of the state and in discussion and collaboration with multiple organizations, targets low-income youth ages birth to five years of age. A key focus of the program is to provide direct distribution of books to these children through strategic partnerships with:
*Representative Payee Program Dubuque Visiting Nurse Association Health

The VNA’s Representative Payee program provides individuals enrolled in Social Security Disability with a payee coordinator to oversee financial control of their funds to ensure individuals have access to basic necessities.

Diaster Services American Red Cross Health

The American Red Cross focuses on providing safe shelter, food, emotional support, emergency relief supplies, recovery assistance and basic mental health services in the community during times of disaster.

Service to Armed Forces American Red Cross Health

The American Red Cross serves and supports members of the military, veterans, and their families. Providing needed comfort and care in military and veteran’s hospitals, support for military families with vital social services, and providing emergency communications to keep families connected when they need it most.

Boys & Girls Club of Greater Dubuque Health

The Boys & Girls Club of Greater Dubuque addresses local food insecurity by serving over 28,000 nutritious meals and snacks based on USDA guidelines to area low income youth annually.

Triple Play Boys & Girls Club of Greater Dubuque Health

The Triple Play program utilizes the mind, body and soul as the key components to ensure we are providing a well-rounded program for some of the most underprivileged youth of our community.

Mental Health Counseling Catholic Charities of the Archdiocese of Dubuque Health

Catholic Charities provides affordable, professional mental health counseling for individuals, couples, children, and families experiencing various social, emotional, and interpersonal struggles to anyone in need, regardless of faith, background, or ability to pay.

*Domestic Abuse Resource Center Helping Services for Youth & Families Health

The Helping Services' Domestic Abuse Resource Center provides free essential supportive services by offering confidential advocacy, support and resources for victims of domestic violence residing in seven Northeast Iowa counties.

Community Mental Health Services Hillcrest Family Services Health

Hillcrest Community Mental Health Services offers a broad range of core community health services including assessment, therapy, medication management, comprehensive case management, care coordination, and crisis response services to individuals or groups dealing with, or in recovery of, mental illness or substance abuse in Dubuque County and the Tri-State area.

Violence Prevention Education Program Riverview Center Health

Our preventionist provides trainings for professionals to address the specific needs and concerns of youth related to sexual violence, using the most recent data available to ensure that the youth among those professionals’ sphere of influence receive consistent guidance that is in line with Riverview Center’s philosophy of service, a dedication to changing attitudes in our society which foster violence against others, especially women and children.

*Therapy Services Riverview Center Health

Riverview Center provides free therapy services for survivors of sexual assault in Allamakee & Clayton Counties, using research-based modalities to address the root causes of a multitude of negative outcomes from this traumatic crime, including help with negative coping behaviors to support their long-term health, wellness, and safety.

*Rides to Wellness Region 8 Regional Transit Authority Health

The RTA offers a Rides to Wellness Program that provides free vouchers for transportation for individuals and families in Delaware County that cannot afford the normal fare for rides to their wellness activities.

High-Risk Youth Program Substance Abuse Services Center Health

Identifies and provides services to the high-risk youth population who are using or at risk of using alcohol and other drugs and/or impacted by their parents, siblings and/or friends substance use.

*Homeless Services (Shelter) Almost Home Income

The Guest House at Almost Home shelters homeless men and provides mentorship and linkage to supportive services enabling them to focus on their vocational, financial, and self growth; preparing them for living-wage employment, affordable housing and self-sufficiency.

Jail & Prison Ministry Program Catholic Charities of the Archdiocese of Dubuque Income

Jail & Prison Ministry program provides mentoring and support to individuals being released from jails and prisons to assist them in positive re-entry into family and community life by achieving self-sufficiency and reducing likelihood of reoffending.

*Emergency Shelter Program Cedar Valley Friends of the Family Income

Cedar Valley Friends of the Family provides safe shelter, confidential services, and housing assistance to individuals and families affected by domestic violence, sexual assault, and human trafficking.

Dubuque Area Labor Harvest provides food security to the elderly, disabled, unemployed, and underemployed citizens of the Dubuque Area.

Victim Services Shelter Dubuque Community YMCA/YWCA Income

The Dubuque Community YMCA/YWCA's Victim Services Shelter empowers and advocates for all victims of domestic violence, sexual assault, and sex trafficking who need safety at our shelter and, also, we seek to create an educated community that supports and participates in securing a person's right to a life free from violence.

*Centralized Homeless Coordinator East Central Development Corporation Income

The East Central Development Corporation offers a full-time Homeless Coordinator to provide support and case management to the homeless population in Dubuque, Delaware and Jackson Counties by coordinating with social service providers; assessing the needs of the homeless individuals and families; and working toward securing them permanent stable housing.

Continum of Care-Special Needs Assistance East Central Development Corporation Income

ECDC operates the Special Needs Assistance Program (SNAP) to provide comprehensive permanent housing and supportive services for the chronically homeless population that have been diagnosed with mental illness, alcohol an/or substance abuse issues, or HIV Aides in the City of Dubuque.

*Foster Care Community Integration Hillcrest Family Services Income

The Hillcrest Community Integration Project for children aging out of foster care or special education system supports the mental and physical well-being of youth as they transition into adulthood; it is even more important for youth who have been in the foster care system, as they do not have the luxury of the positive natural supports afforded to youth reaching adulthood in a more traditional household environment.

Financial Stability Iowa Legal Aid Income

Iowa Legal Aid will help low-income individuals and families achieve sufficient resources to pay for housing, food, transportation, education leading to employment, and other basic necessities.

Maria House Opening Doors Income

Opening Doors offers hospitality and opportunity to women, alone or with children, who need emergency/transitional housing and related support services. Maria House provides a 2 year transitional housing program.

Teresa Shelter Opening Doors Income

Opening Doors offers hospitality and opportunity to women, alone or with children, who need emergency/transitional housing and related support services. Teresa Shelter provides a 30 day emergency program and a 6 month to 1 year extended stay program.

Emergency Food Pantry The Salvation Army Income

The Salvation Army's purpose is to provide basic human necessities to all persons in need who come within our sphere of influence regardless of race, color, creed, sex or age.

2-1-1 United Way of Dubuque Area Tri-States Income Those who call 2-1-1 work with trained and certified Information and Referral Specialists who assist individuals and families in finding possible resources to meet their needs. Information about where people call from (i.e., zip code), what they call about, and gaps in services are then shared to assist with community planning.
